The National Bank of Ukraine has taken measures to maintain access to financing for strategically important sectors of the economy, including the agro-industrial complex, in response to Russia's attacks on critical infrastructure. Banks are allowed not to recognize a debtor's default during short-term debt restructuring caused by the war, from July 1, 2026, to September 1, 2027. The NBU has also introduced specific features for accounting collateral for agricultural products until September 1, 2027, including increasing the liquidity ratio of collateral from 0.4 to 0.75 and allowing banks to determine the value of collateral based on actual balances. The term of the loan agreement with such collateral has been extended from 12 to 18 months. These changes will help agro-industrial enterprises attract additional credit resources to cover working capital needs and finance alternative logistics routes. Additionally, the NBU clarified the requirements for accounting double-guarantee instruments under the EU Ukraine Facility program and determining overdue days for loans to individuals.
